MANTA is a state based facility sponsored by the North Carolina National Guard Counterdrug Task Force that trains Law Enforcement Agency (LEA) and military personnel in subjects and skills useful in the conduct of counterdrug operations, and in the operation of specialized equipment used in these missions.

The Mid-Atlantic Narcotic Training Academy was established by SFC Kevin Dunaway, SSG Howard Callender, SSG Larry Corley and SGT Steve Hotz in May of 1996. It was conceived to help facilitate quality training for Law Enforcement in a secure, hands on training environment.

The Academy is coordinated by SFC Howard Callender, on site Deputy Director, based on guidance from the Counterdrug Task Force Coordinator's Five-Year-Plan. The Staff includes the Director 1LT Matthew Pleasant; Director of Training and Training Coordinators - Staff Sergeant John Goden and Staff Sergeant Jason Marsh.
The Academy is located twenty miles south of Wilmington at the National Guard Training Center and the U.S. Air Force Morale and Welfare Recreation Site at Kure Beach, North Carolina.
The Mid-Atlantic Narcotic Training Academy's location makes it ideal for training.

The Site Director for the National Guard Training Center is Mr. James Carper BG (RET.)
He and Mr. Ian Williams, the Air Force MWR Site Director, have contributed to the Mid-Atlantic Narcotic Training Academy's success and newly remodeled cottages and student living quarters with their support.
